The Cortina d’Ampezzo City Council on July 30 approved the Plan for the Elimination of Architectural Barriers (PEBA), a valuable programmatic document that will guide the Administration’s choices in the coming years. It is an in-depth work, drafted by architect Stefano Maurizio, who surveyed 2,097 critical issues in the municipal territory, elaborating concrete solutions to overcome the obstacles that still limit the full use of public spaces. The total value of the estimated interventions is about 8.5 million euros, which will be spread over several years: not a project to be implemented in a few months, but a real 10-year roadmap to make Cortina progressively more accessible and inclusive.

Some work is already underway: the sidewalks in front of the Ice Stadium and those on Via Bonacossa are being resurfaced, while work will also begin shortly on the sidewalks on Ponte Chiesa near the Alexander Hall traffic circle. Additional worksites will follow in different areas of the village, again with the aim of improving walkability, eliminating steps and unevenness, ensuring continuity in pedestrian paths and facilitating access to buildings and public services. The priorities identified will focus on the places most frequented by citizens, the elderly, families and tourists, as well as the areas affected by the 2026 Paralympics.

To carry out the interventions, the municipality will be able to rely on two important tools. The first is theframework agreement for the maintenance of sidewalks, a contract that allows multiple works to be carried out without having to call for a new tender each time: this guarantees greater speed and operational continuity. The second concerns so-called in-house works, i.e., works of minor complexity that can be carried out directly by municipal workers, reducing costs and execution time. More complex interventions, on the other hand, will be developed with dedicated projects, also respecting the landscape and environmental assessments typical of a mountainous territory.

Mayor Gianluca Lorenzi, Deputy Mayor Roberta Alverà – promoter of the “Cortina for All” project – and the entire Council emphasize that the PEBA is not just a regulatory fulfillment, but a cultural and social commitment: making Cortina accessible means ensuring equal opportunities for movement and participation in community life. The Plan looks not only to the 2026 Olympics and Paralympics, but to the very future of the territory, with the goal of leaving a concrete and lasting legacy for citizens and guests.

Interventions included in the Cortina d’Ampezzo PEBA.
(broken down by priority and timeframe for implementation)

Short-term priorities (2025-2026)

  • Resurfacing of main sidewalks in major rush areas: in front of Ice Stadium, Bonacossa Street (both sides), Church Bridge – Alexander Hall traffic circle.
  • Elimination of steps and height differences on pedestrian sections near schools, public offices and sports facilities.
  • Targeted interventions ahead of the 2026 Paralympics to ensure accessible routes to Olympic facilities and areas.
  • Small works executable by municipal workers (temporary ramps, localized accommodations, signage and tactile paths).

Medium-term priorities (2026-2028)

  • Progressive upgrading of secondary sidewalks in villages and residential neighborhoods.
  • Accommodation of access to municipal buildings, schools, sports and cultural facilities.
  • Construction of permanent ramps and barrier abatement near squares, parking lots and bus stops.
  • Use of framework agreement for sidewalk maintenance to speed up operations.
  • More complex work to be outsourced to specialized firms (e.g., in constrained areas or with hydrogeological issues).

Long-term priorities (2028-2032)

  • Adaptation of more peripheral and less frequented public areas.
  • Structural work on listed buildings and historic spaces, requiringpaeservation and environmental permits.
  • Implementation of a cyclical maintenance program to ensure the effectiveness of completed interventions over time.
  • Extension of accessibility actions to inclusive tourism: nature trails, paths and recreational areas.

Note to citizens

The PEBA is not a list of immediate works, but a 10-year guide. The order of execution takes into account: urgency of critical issues, frequency of use of areas, needs related to Olympic and Paralympic events, and available economic resources year by year.

The 2026 Winter Paralympics represent an extraordinary opportunity for Cortina d’Ampezzo. It is not just about hosting world-class athletes, but about transforming the city into an inclusive, accessible and welcoming destination for all, both during the Games and in the years to come. This major sporting event has prompted Cortina to undertake a series of projects that aim to make the area usable not only for Paralympic athletes, but also for citizens and visitors of all ages with different needs.
Thanks to this unique opportunity, Cortina is undergoing a profound and forward-looking transformation aimed at breaking down architectural barriers and fostering inclusion in every area of town and tourist life. The interventions being implemented today are designed to ensure a legacy that will remain available to all after 2026.

An inclusive vision for the future

The section “Cortina: Destination for All” was created with the aim of informing citizens, tourists and economic operators about the works and initiatives underway. The interventions will allow Cortina to become a welcoming destination for all, ensuring barrier-free mobility and easier access to all urban and tourist services.

Mayor Gianluca Lorenzi said:
“The Paralympics are not only a great sporting opportunity, but a unique opportunity to improve the city’s infrastructure. We aim to make Cortina an example of inclusion and accessibility, values that will endure long after 2026.”

Roberta Alverà, Deputy Mayor, added:
“The project is not limited to the organization of the Paralympics, but represents a challenge for the future of Cortina as an accessible tourist destination. We want our city to be usable by everyone, ensuring that every person has the opportunity to experience our area without obstacles.”

Projects for accessible tourism

Cortina is working on several fronts to make the city accessible to all, with interventions touching on various aspects:

  • Redevelopment of urban infrastructure: improvement of roads, sidewalks and pedestrian paths.
  • Adaptation of sports facilities: ski slopes and ski lifts will be adapted for both Paralympic athletes and tourists with disabilities.
  • Accessible mountain trails: safe and barrier-free trails will be created, allowing everyone to explore the magnificent Ampezzo Mountains.
  • Accessibility in accommodations: hotels, restaurants and stores will be incentivized to improve the accessibility of their spaces to offer an inclusive welcome to every guest.

Armando De Salvatore, head of accessibility for the Milan Cortina 2026 Foundation, emphasized the key role of the Paralympics in catalyzing this change:
“The Paralympics are not just a sporting event, but an engine of transformation. We are working to ensure that Cortina becomes a city at the forefront of accessibility, offering an inclusive experience for anyone who decides to visit, not only during the Games, but also in the future.”

Opportunities for entrepreneurs as well

The transformation of Cortina d’Ampezzo into an inclusive destination is not only a moral duty, but also an extraordinary opportunity for business operators. The adaptation of hotels, restaurants and other commercial facilities to the needs of people with disabilities is not only a matter of fairness, but also responds to a precise regulation: the Italian accessibility law obliges commercial activities to remove architectural barriers and to guarantee access to all citizens, without discrimination. This is an investment that, in addition to complying with current regulations, can open the doors to a new and broad market.

As pointed out by Roberto Vitali, CEO of Village for All, the accessible tourism market is growing rapidly:
“In Europe there are more than 127 million people with special needs who travel, and they never do so alone. This sector is worth more than 58 billion euros. Making facilities accessible not only improves the quality of the service offered, but also represents an important growth opportunity for businesses.”

To help local business owners adapt to these standards, specific funds are available to incentivize the upgrading of facilities. Thanks to these funds, restaurateurs, hoteliers and merchants can undertake the necessary work to eliminate architectural barriers and improve the accessibility of their businesses, without having to worry about large upfront costs.

Together, we are building a more inclusive Cortina, ready to welcome everyone!

Under the spotlight of the design and architecture world at Milan Design Week 2025, two of the mobile homes destined to make up the Olympic and Paralympic Village in Cortina d’Ampezzo, ahead of the Milan Cortina 2026 Games, were previewed.

The 377 cottages that will accommodate 1,400 athletes and companions represent a concrete example of innovation, sustainability and comfort. Designed and built largely in Italy, they are designed to offer the ultimate in functionality, accessibility and well-being. Each unit has two independent rooms, each with two beds and a bathroom. The furnishings are ergonomic, with air conditioning, bathroom fixtures, closets, and home automation systems. Fifty percent of the facilities will be accessible to all.

Constructed from recyclable and certified materials, the small houses provide high insulation performance and eco-friendly finishes. They possess EPD (Environmental Product Declaration) certification, which attests to their sustainability throughout their life cycle.

Three companies of excellence are participating in the construction of the mobile homes: CrippaCampeggio Srl, which specializes in the production of mobile homes; Losberger De Boer, a multinational company active in temporary modular structures; and Fratelli De Prà Spa, a company from Belluno based in Ponte nelle Alpi, which is in charge of installation and infrastructure works. The project is being coordinated by SIMICO (Società Infrastrutture Milano Cortina 2026).

Transport to Fiames is already underway: the units travel in pairs on special convoys, mostly at night, to ensure safety and efficiency. Currently on the Fiames area, ground preparation and leveling work is at an advanced stage, where the mobile homes will be positioned and set up using a modular system that enables rapid installation and reduced environmental impact. Assembly of the temporary buildings intended to house services and offices for the Federations will also begin in June.

The entire village will be elevated and made accessible via ramps and stairs. This configuration allows for the passage of service piping under the structures, avoiding underground laying and ensuring that, at the end of the event, the area can return to its original condition, without permanent changes to the ground.

The Fiames Olympic and Paralympic Village is scheduled to be delivered on October 30, 2025, fully on schedule. After the Games, the modules will be moved and returned to CrippaCamping, reducing waste and maximizing resource efficiency.

Cortina d’Ampezzo renews its commitment to inclusion through an initiative dedicated to the theme of disability. At the proposal ofCouncillor for Social Services Monica De Mattia, the municipality is promoting a series of meetings open to all citizens entitled “New approach to disability: the importance of community – Entities and associations at the service of inclusiveness.”

“This initiative stems from the desire to build a more inclusive Cortina, starting with concrete community involvement. It is essential to recognize that disability can affect each of us, even if only for a period of our lives, and that citizens know the existing resources and associations present,” stresses Councillor De Mattia. “The goal is to build a real network between those who work in the area and offer clear references and accessible services to those in need.”

The project, carried out in collaboration with ASD Fairplay and the Cortina d’Ampezzo Foundation for the Elderly ETS, aims to strengthen the network between citizens, institutions and professionals in the area, offering moments of discussion, information and listening on the issue of disability at every stage of life: childhood, adulthood and the elderly.

The series includes four appointments at the Culture Hall “Don Pietro Alverà” (Largo Poste 14, 1st floor of the Post Office Building), at 8:30 pm. Admission is free.

Calendar of meetings

Thursday, April 3 – Introductory evening: presentation of local entities engaged in the disability front. Speakers will be Marina Alberti, Alice Pompanin and Giacomo Pompanin, in an open discussion among associations, organizations and institutions.
Thursday, April 10Disability in the age of development
Speakers: Valentina Bongi (psychotherapist) and Lorenzo Zardini (educator – ULSS 1 Dolomiti). A focus on children and adolescents, between educational needs and available supports
Thursday, April 17Disability in adulthood
Speakers: Valentina Armani (psychotherapist) and Arianna Lorenzi (occupational therapist).
We will talk about autonomy, daily living and social inclusion.
Wednesday, April 23Disability in the geriatric age
Speakers: Gianfranco Conati (geriatrician – ULSS 1 Dolomiti), Riccardo Dal Corso (social worker – ASSP Cortina) and Katia Del Favero (psychologist – ASSP Cortina). A meeting to reflect on active aging and services for the third age.

Each meeting also includes a space dedicated to the presentation of active services in the area and testimonies from local associations, to promote mutual understanding and strengthen the collaboration network.

“Dealing with disability means first and foremost dealing with the person in his or her complexity,” comments Giacomo Pompanin, president of the Cortina d’Ampezzo Foundation for the Elderly.
“But above all, today it means understanding how society, is able to cope with the challenges of the present, opening up and making itself available to those who are part of it.”

Marina Alberti, representative of Fairplay, also spoke on the role of sports and social involvement: “We believe that sports is a great tool for inclusion that enhances diversity and creates opportunities for sharing, mutual support and collective growth.”

This initiative is part of a broader path that the Municipality is pursuing to promote accessibility, integration and a cohesive and participatory community idea. A vision that includes the Accessible Hospitality Guide and the Destination 4All Decalogue, also in view of the Milan-Cortina 2026 Winter Paralympics.

“ULSS1 Dolomites is doing a great job to ensure care not only for the athletes but also for those who will attend the Olympics, without taking anything away from the citizens.” With these words, Cortina d’Ampezzo Mayor Gianluca Lorenzi opened the conference “Health Care at the XXV Olympic Games and XIV Paralympic Winter Games,” held March 26 at Alexander Girardi Hall.

The event, promoted by ULSS1 Dolomiti, was a moment of discussion and sharing in view of Milan Cortina 2026, with the participation of the Veneto Region’s Councillor for Health and Social Affairs, Manuela Lanzarin, and key players in the regional health system.

At the center of the discussion was the organization of assistance during the Games and-most importantly-the legacy that will remain in the area: renovated facilities, enhanced services, new skills. A tangible legacy that, as Lorenzi himself pointed out, “will be fundamental not only for Cortina but for all of Cadore. Codivilla is a strategic garrison, and thanks to the commitment of the Region and Dr. Dal Ben, it will finally be reopened. ULSS1 is an excellence: we are in excellent
hands, and this is a theme that we will win.”

Commissioner Giuseppe Dal Ben outlined the three axes of the health plan: care for the public and athletes, public health, and legacy for the area. The centerpiece of the speech will be the Olympic Polyclinic at Codivilla Hospital: active during the event and then destined for the local community, it represents a turning point for the area’s health care offerings.

Councillor Lanzarin reassured citizens and practitioners, “Our fellow citizens should rest assured that nothing will change for them; on the contrary: we will leave behind an enhanced health care system with modern facilities and an even greater focus on prevention.”

Speakers during the morning included:

● Giuseppe Massazza, Chief Medical Officer of the Milan Cortina 2026 Foundation, who stressed the importance of a legacy also made up of know-how and organization;
● Paolo Rosi, Regional Medical Manager of the Veneto Region, who described the integrated care model for the Games;
● Cristina Barbarino, Director SUEM 118 ULSS1 Dolomiti, with an in-depth discussion on the emergency and rescue system;
● Maria Caterina De Marco, ULSS1 Dolomites Medical Director, who outlined the timeline of structural and organizational interventions;
● Sandro Cinquetti, ULSS1 Dolomites Prevention Department Director, who highlighted measures to ensure food safety, environmental hygiene and health surveillance.

The conference conveyed a clear message: Cortina will be ready to welcome the world, never taking attention away from its own community. The Olympics do not subtract: they add.
And health care will be one of the most tangible symbols of this legacy.

With one year to go before the Milan Cortina 2026 Winter Paralympics, Cortina d’Ampezzo is preparing to become a model destination for accessibility and inclusion of people with disabilities, and on this path, the municipality has signed the Destination4all Decalogue.
However, the commitment of the Municipality of Cortina goes far beyond the Olympic event: the goal is to build a more welcoming and usable city for citizens and tourists, laying the foundations for lasting change that will make Cortina a destination open to everyone, all year round.

Decalogue adopted by the municipality
The Municipality of Cortina has initiated a series of projects aimed at improving the quality of life of the local community and visitors, with a focus on a culture of inclusion and the creation of functional urban spaces. The latest step was taken in mid-February when the Municipality of Cortina resolved to adopt the Destination4All Decalogue, approved by FISH (Italian Federation for the Rights of Persons with Disabilities and Families). This strategic document defines ten fundamental principles to enable the tourist destination to accessible hospitality. The decalogue promotes the involvement of the entire tourism supply chain, transparency of information, training based on Universal Design principles, and collaboration with local governments. It represents a concrete commitment to ensuring an authentic and inclusive tourism experience where every person can feel welcomed and valued.

WHERE TO FIND IT: Attached is the Destination4All Decalogue, which details the principles adopted by the City of Cortina to promote truly accessible and inclusive tourism.

The road ahead: Guidelines, PEBA and Guide to Accessible Hospitality

The path already taken by the Municipality of Cortina d’Ampezzo has seen the adoption of the Guidelines for the Analysis of Universal Accessibility and Inclusion in the Cities of the Veneto Region, which are a pillar of this path, providing essential tools to foster the usability of urban environments and promote a culture of universal hospitality.

In parallel, Cortina is implementing significant urban redevelopment projects to eliminate architectural barriers. The PEBA (Plan for the Elimination of Architectural Barriers), prepared by the municipality, will be implemented with the goal of making the city more accessible and livable for every person, regardless of their abilities.

Another key piece is the Destination4All protocol, implemented by Village for all V4A and promoted by the City of Cortina. This project involved a number of hospitality, restaurant, and retail businesses, with the goal of improving accessibility by upgrading spaces and training staff, promoting a culture of inclusive hospitality.

The protocol is the starting point that guided the first draft of Cortina’s Accessible Hospitality Guide, a practical resource that brings together detailed information on tourist attractions and infrastructure committed to improving the quality of accommodation for people with accessibility needs. The guide provides an overview of accessibility opportunities in the city and includes the “Accessibility Score, an indicator based on qualitative and quantitative criteria that is useful for identifying the accommodations best suited to one’s needs. As a result of this initiative, many facilities are adopting good inclusion practices, improving accessibility through renovations and staff training, a key element in ensuring an informed and respectful welcome. The goal is to make inclusion an integral part of the tourism experience, offering a service that is truly accessible to all.

WHERE TO FIND IT: The Guide to Accessible Hospitality is available in an accessible digital version on the Cortina d’Ampezzo City Council website and at https://www.villageforall.net/guide/ and will be distributed in hard copy on March 6, 2025 at Alexander Girardi Hall at 6 p.m. during the presentation of the winning project of the “Accessibility Ideas Competition” sponsored by the City at the event “MODERN HEROES, Building Paralympic Value.”

Accessibility contest: awards ceremony on March 6

The call for entries for the Inclusive Accessibility Ideas Competition, sponsored by the City of Cortina, closed at the end of January. There was considerable participation, demonstrating interest from the community and professionals in the field. The Judging Committee has already deliberated and the winning project will be announced on March 6, at the event “MODERN HEROES, Building Paralympic Value” to be held at Alexander Girardi Hall at 6 p.m. This project will be carried out at the expense of the municipality. The official award ceremony will take place an important showcase to enhance the city’s commitment to a more inclusive future.

STATEMENTS

by Mayor Gianluca Lorenzi:
“The Paralympics represent much more than a sporting event: they are a symbol of inclusion, resilience and growth for our community. For me, they mean the opportunity to transform Cortina into a place where every person, regardless of their abilities, can feel welcomed, valued and an integral part of our reality. I feel proud to lead Cortina on this journey, knowing that inclusion and accessibility are core values for the future of our city.”

By Deputy Mayor Roberta Alverà:

“Since I took office in the municipal administration, I have considered the accessibility of people with special needs a priority goal for Cortina d’Ampezzo. The 2026 Paralympic event represents a unique opportunity to promote a new culture of inclusion, transforming our area into a welcoming destination that can be enjoyed by all. We are working hard to build a network of support that actively involves the local fabric: from accommodations to commerce to staff training. The adoption of the Accessibility Decalogue and the first “Guide to Accessible Hospitality” marks a concrete step along this path, outlining clear principles to ensure barrier-free hospitality. The participation of so many stakeholders in the area shows that we are on the right path to make Cortina an example of inclusive hospitality, not only in view of the Paralympics, but for the well-being of citizens and tourists all year round.”

By Roberto Vitali, CEO and cofounder of Village for all – V4A®:

“Cortina d’Ampezzo is preparing for the Milan Cortina 2026 Olympics and Paralympics by laying the foundations for a new model of accessible and inclusive hospitality. Thanks to the Destination4All protocol, businesses in the area have a concrete tool to train and respond to the needs of the tourism of the future. The adoption of the Destination4All Decalogue confirms Cortina and all destinations that adopt this model as vanguards of inclusive tourism in Italy.”
